- TOURNAMENT RULES
Sanctioning
1. The TREAT 2008 tournament is a USBC sanctioned tournament, and is a mixed
handicap competition open to men and women by invitation only.
Entrants must possess an USBC membership to qualify. If a membership is not
currently held, a participation fee of $19.00 is required and becomes concurrently
subject to the USBC rules and jurisdiction for the tournament.
2. If the participant is not a member of IGBO, in any of its membership classes,
he/she must pay a non-member participation fee of $5 (US). The participation
fee will be the property of IGBO.
Event Participation
3. The tournament events shall be handicap events and are as follows:
singles, doubles, and team. Optional individual scratch division competitions
will be offered.
4. Each participant shall bowl three (3) games per event and must enter all
three events. Teams will consist of four (4) members comprising any combination
of men and women. Men and women will compete on an equal basis.
5. Each participant may bowl only once per event.
Optional Scratch Divisions
6. Optional scratch divisions will be offered to all participants using four
(4) divisions as determined by entering average (see Rule 16).
7. The optional scratch divisions shall be as follows:
- Division A: averages
144 – below
- Division B: averages 145 – 164
- Division C: averages 165 – 184
- Division D: averages 185 – above
8. Scores used for the optional scratch divisions shall be those scratch
games (without handicap) as bowled in the handicap events of the tournament.
Awards and Prizes
9. All cash awards shall be based on the total pins plus assigned handicap
for each event (with the exception of the optional scratch events).
10. Awards will be given, in the handicap division for the best singles,
doubles, team, and individual events. Individual all events is defined
as the nine-game total plus handicap of an individual bowler.
11. The award ration for the singles, doubles, and team handicap events
shall be a minimum of 1:10, and for the individual all events a minimum
of 1:20.
12. Awards in the optional scratch divisions shall be given for the best
single game (from any of the events), best three (3) game series (from
any of the events), and best all events (nine game total).
13. The award ratio for the optional scratch divisions shall be at a minimum
of at least 1:10 per bowler.
14. Prizes will be distributed via check payable in US currency within
thirty (30) days of the completion of the tournament, barring any protest.
A tie in any position will result in the sum of the prizes being aggregated
for the tied
ositions and divided equally by the number of the ties for that placing.
15. 100% of prize funds collected shall be returned to the participants.
100% of the prize fund from each division in the optional scratch divisions
shall be returned to that division.
Entering Averages
16. Any bowler entering TREAT 2008 must establish a ten pin average acceptable
to USBC. The following rules shall be used to determine the entering average:
a) Use the highest 2007/2008 book average as of May 31, 2008, minimum of
21 games. If competing in more than one league, the bowler must submit
the highest average of all leagues bowled.
b) If the above is not available, use highest 2006/2007 book final average,
minimum 21 games.
c) If none of the above is available, use the highest 2007 Summer league
final average, minimum 21 games, providing the summer league meets USBC
criteria.
d) If none of the above is available, use the most current average, minimum
21 games.
e) If none of the above is available, use the highest 2005/2006 book final
average, minimum 21 games.
f) If none of the above is available, entering average shall be 225.
g) The above averages must be verified by the use of:
i) League standing sheet, signed and dated by a league officer, or
ii) letter from league president or secretary, or
iii) photocopy of book average, (with year noted) signed and dated by league
officer.
17. The handicap for the tournament shall be based at 80% of the difference
between the bowler’s entering average (as
determined above) and a scratch score of 225. Negative handicaps shall
NOT apply.
18. As of the beginning date of TREAT 2008 tournament, any bowler who has
qualified for a cash prize of $300 (US dollars) ore more in any single
event must report all positions, all amounts won, and all scores for the
previous 12
month period to the tournament director no later than at the time of registration
for possible re-rating. Such re-rating must be done before the entrant
bowls (USBC rules). Failure to report this information shall result in
automatic disqualification and loss of all winnings. Re-rates will be made
if a 12 month tournament average is 10 pins or higher than submitted league
average, waiving USBC rule 319e.
19. The tournament directors have the authority to adjust the entering
average of any bowler. Average adjustments will be
completed prior to the start of the tournament. A bowler unwilling to accept
an average adjustment is entitled to a 50% refund.
20. USBC rules regarding bowler’s responsibility to verify the accuracy
of his/her entering average, whether submitted by the bowler, the team
captain, or other, applies to all bowlers. Failure to use the proper average
shall disqualify score if
the submitted average is lower than the actual average, thereby resulting
in a llower classification or more handicap, or base prize winnings on
submitted average iif it is higher.
Attendance and Substitutions
21. It is solely and entirely the bowler’s responsibility to be present
at the assigned lanes at the time of bowling. Each bowler shall have the
total responsibility to arrive in time to bowl. Mechanical failures, transportation
irregularities,
improper directions, and related reasons do not alter the application of
rules 23 and 24 below. (USBC rules will apply).
22. Doubles and team entrants must be present for bowling each event. If
team member is not present, the team may use an authorized substitute (rule
25). If no substitute is available, a zero score will be used for the missing
bowler(s).
23. Late bowlers will begin bowling in the frame in which they are ready,
with prior frames being scored as zero. No practice balls will be allowed
for late bowlers.
24. Substitutes may bowl at the discretion of the tournament directors.
Their entering averages must comply with rules 16 and 20. Substitutes must
complete an entry form.
25. Participants will be allowed two practice balls prior to each event.
Entry Requirements
26. The entry fee is payable in US funds only, by either money order or
certified check payable to “TREAT”. All entries are to be mailed
certified, return receipt requested or comparable international postage
regulation. All entries must be
received by September 19, 2008 (September 19 postmarks will be accepted
on a first received, first accommodated basis, as space permits). An additional
fee is required to enter the optional scratch events. All entries must
be mailed to

Entries shall be limited to a maximum of 200. Once this maximum has been
reached, no more entries can be accepted.
Acceptance of entries will be based on the order in which received. Once
an entry has been accepted, no refunds will be issued, except as stated
above in rule 19.
27. Partial team entries will be accepted and the tournament directors
will make every effort to fill vacancies.
Protests
28. Any claims of errors or disputes must be submitted in writing to the
tournament directors or their appropriate representative(s) within two
(2) hours of the error/dispute. The protesting bowler(s) or team and the
tournament
director shall settle the dispute according to TREAT tournament director’s
discretion.
General
29. All other USBC rules will apply.
30. Any person attending and requiring special needs must notify the tournament
directors in writing when submitting their registration form.
31. The team captain must sign the entry for acknowledging he/she has read
the rules.
